UK Dating and Social Apps to Proactively Block Cyberflashing

A new UK law has come into force that requires dating apps and social media platforms to actively prevent users from receiving unsolicited sexual images, marking a significant shift in how online abuse is regulated. The change elevates cyberflashing to a priority offence under the Online Safety Act and places legal responsibility on platforms to stop such content before it reaches users. “Cyberflashing”, the act of sending unsolicited adult images to users in a similar manner to real-world flashing, has been a long-lived problem across almost any social platform.

The government says the move is part of a wider effort to tackle online abuse and reduce violence against women and girls, citing figures that show one in three teenage girls has received an unsolicited sexual image. Until now, platforms were largely expected to respond after harmful content had already been reported. Under the updated rules, companies must take preventative action instead of relying on reactive moderation.

From this week, platforms operating in the UK are legally obligated to use measures such as automated detection tools, stronger moderation systems, and clearer content policies to identify and block unsolicited nude images. The Department for Science, Innovation and Technology has warned that companies failing to comply could face penalties of up to 10% of their global turnover or, in extreme cases, be blocked from operating in the UK altogether.

Ofcom, the UK’s communications regulator, will consult on updated codes of practice outlining what steps platforms are expected to take. An Ofcom spokesperson said: “We’ll consult on updates to our codes of practice soon to reflect this change to the law, and we’ll hold platforms to account for protecting people from this despicable crime.”

Technology Secretary Liz Kendall described the law as a turning point for platform accountability, stating: “We’ve cracked down on perpetrators of this vile crime – now we’re turning up the heat on tech firms. Platforms are now required by law to detect and prevent this material.” She added: “The internet must be a space where women and girls feel safe, respected and able to thrive.”
