TikTok: 112 Million Violative Pieces of Content Removed in H2 2025

TikTok has published its sixth Digital Services Act (DSA) transparency report covering content moderation activity from July to December 2025. With 178 million monthly active users in the EU, the report underscores the platform’s ongoing efforts to enforce safety policies and comply with the European regulation.

During the second half of 2025, TikTok removed approximately 112 million pieces of content that violated its Terms of Service, Community Guidelines, Advertising Policies, or TikTok Shop Policies. This figure includes videos, live streams, ads, product listings, and – for the first time – comments. The inclusion of comment removals expands reporting scope and provides greater visibility into moderation across all content types on the platform.

Automation continues to play a central role in enforcement at scale. TikTok’s systems actioned 93.8% of all violating content without human review. These automated decisions achieved high accuracy, with 97.6% confirmed correct upon subsequent checks. The platform credits this efficiency to ongoing investments in detection technologies that identify policy-violating material faster and reduce its visibility.

The report aligns with TikTok’s voluntary transparency practices, which began in 2019, and fulfills DSA requirements for enhanced accountability in the EU. It details violative content removals, illegal content reporting, user appeals, and enforcement volumes, reinforcing the company’s focus on safety amid rapid user growth.

TikTok emphasized that moderation remains an evolving priority with “no finish line.” The company continues to refine tools and processes to balance scale, speed, and precision while minimizing harmful content exposure. The latest data reflects both the volume of enforcement actions and the effectiveness of automated systems in maintaining community standards.
